Tracy E. Hill, Ph.D. & Associates LLC (the Center) provides all services and referrals relative to patient care and hiring actions to any eligible and qualified individual (patient or Contractor) regardless of services and employment are provided in a non-discriminatory manner, without regard to race (to include hair type, hair texture, or hair style), color, age (40 and over), sex (to include pregnancy status, childbirth status, breastfeeding status, sex assigned at birth, gender identity or expression, affectional or sexual orientation, and differences in sex development), ancestry, national origin (including Limited English Proficiency), religious creed (to include all aspects of religious observances and practice, as well as belief), disability, and retaliation. Tracy E. Hill Ph.D. & Associates LLC directly or through a contractor or any other entity with which Tracy E. Hill Ph.D. & Associates LLC arranges to carry out its programs and activities. The non-discriminatory policies of the Center apply to all patients/families served and contractors as applicable by law. Discrimination of any type is illegal and will not be tolerated by Tracy E. Hill Ph.D. & Associates LLC at any of our locations.

In accordance with the Pennsylvania Human Relations Act (43 P.S. Section 951-962.2) and amendments 16 Pa. Code, Chapter 41, Subchapter section 41.201-41.207; the Colorado Civil Rights Division and the Colorado Anti Discrimination Act; and the Florida Commission on Human Relations, we  ensure employment in a non-discriminatory manner without regard to an individual’s race, color, sex, age, religious creed, national origin, ancestry, or disability. In addition, all licensed providers are required to maintain nondiscrimination in services without regard to an individual’s race, color, sex, age, religious creed, national origin (including Limited English Proficiency), ancestry, or disability at all of our locations.

In accordance with Title VI of the Civil Rights Act of 1964 and its implementing regulation, Tracy E. Hill Ph.D. & Associates LLC, will not, directly or through contractual agreement discriminate on the basis of race, color, ancestry, age, sex, religious creed, disability, national origin (including persons with limited English Proficiency) or any other category protected under law, in provision of services including assignments of transfers or referrals to or from Tracy E. Hill Ph.D. & Associates LLC. Clinician and/or staff privileges and hiring, are granted without regard to race, color, national origin, ancestry, age, sex, religious creed, disability or any other category protected under the law.

In accordance with Section 504 of the Rehabilitation Act of 1973 and its implementing regulation, Tracy E. Hill Ph.D. & Associates LLC will not directly or through contractual agreements, discriminate on the basis of disability in service, treatment or hiring. The Director of Tracy E. Hill Ph.D. & Associates LLC will serve as the Section 504 Coordinator.

In accordance with the Americans with Disabilities Act 1990 (ADA) and the ADA Amendments Act of 2008 (ADAAA) all program services shall be made accessible to eligible persons with disabilities through our our HIPPA compliant synchronous virtual counseling as well as the use of but limited to TTY and TDD service by dialing 7-1-1, and limited English proficiency aide with more than 250 languages for interpretation through Boost Lingo or by calling 512-593-5215 for both clients and all staff members as needed. Additionally, we have clinicians who speak fluent Spanish, French, Italian and Portuguese. It should be noted that our flagship office in Bethlehem, PA is wheelchair accessible with a ramp entrance to the building and two private offices. However, our building does not have ADA compliant bathrooms (and is protected under Safe Harbor due to the buildings age and federal law) since the building was erected in 1890. Our CO office is completely wheelchair accessible and meets all ADA standards.

All staff members may report discrimination to the Director, Medical Director, or the Compliance Officer of Tracy E. Hill Ph.D. & Associates LLC. An investigation of the complaint(s) will commence if required by law. When required, a prompt and effective corrective and preventative action will be had (see the Center Policy & Procedures for more specific information).

Tracy E. Hill Ph.D. & Associates LLC will protect the confidentiality of the contractor(s) who report discrimination or participation in a discrimination investigation, to the greatest possible extent.

In accordance with the Age Discrimination Act 1975 and its implementing regulation, Tracy E. Hill Ph.D. & Associates LLC will not directly or through contractual or other arrangements, discriminate on the basis of age in the provision of services, unless age is a factor necessary to normal operations, services or the achievement of any statutory objective.

Tracy E. Hill Ph.D. & Associates LLC will provide reasonable accommodations to clients and contractors who need them for medical, physical, religious reasons, and the like as required by law. Those persons with disabilities or with Limited English Proficiency will be integrated into programs, activities, and sessions.

At the Center we hold ourselves to the highest standards of care. The Center encompasses Tracy E Hill PhD & Associates LLC, Center Street Center, North Denver Center, Florida Virtual Center, Virtual Center, and Sosua Villa Familia Centro, and MCES. Clients will be made aware of the grievance policy and procedure listed below and also sent to clients through the formal intake process. We would much rather know about your dissatisfaction so we can directly deal with and mitigate the situation - and make the Center better - rather than hearing of your grievance through a third party which may take months of paperwork before we can hope to resolve anything. If you feel uncomfortable speaking directly with someone at the Center and would rather file a more formal complaint the information is below. Please make sure to read our ethical standards depending on your provider in order to mitigate unnecessary complaints.

If you feel strongly that any of your rights have been violated; if you have any problems with services that you are receiving, or you feel you have been denied a service; if you have any problems with your discharge from service; then you have the right to use the following steps to resolve your situation:

Discuss your concerns with the Center staff directly or in writing. If you are not satisfied, then,

take these concerns to the Director, directly or in writing. If you are not satisfied, then,

take these concerns to the Center Medical Director. If you are not satisfied, then take these concerns and discuss them with the County Office of Mental Health directly or in writing. An advocate may assist you if you wish at any or all steps/levels when filing a grievance regarding your or your child’s treatment.

If providers, staff, or students feel their rights have been violated, or feel there may be a conflict of interest, they should promptly contact their supervisor or, if the conduct involves your direct supervisor, they should contact another member of the management team. Providers, staff and students who report a conflict of interest or who assist in the investigation of a conflict of interest will not be subject to retaliation, intimidation or reprisals of any kind. Any violation of this non-retaliation policy should be reported to the Center Director or the Compliance Officer.

Independent contractors and students of the Center are encouraged to report, in good faith, suspicions of illegal, unethical, or other inappropriate activity without fear of retaliation to the Director or the Compliance Officer. Staff, providers and students are always free to contact any county managed care or state fraud, waste and abuse hotlines.

Any person who feels they have been discriminated against will have an investigation initiated within 10 business days of the initial complaint. Within 30 days from the initial complaint, a reasonable and objective resolution will be made to the parties involved. All investigations will be conducted by a member of the management team and/or the Center's Compliance Officer, Joan Plavier,  compliance@centerstreetcenter.com.
